How to Apply for an Import Permit or Clearance from the Optical Media Board (OMB) [2023 update]







If you're buying (importing) CDs, VCDs, DVDs, Blu-ray discs, solid state drives (SSD), USB flash drives, internal/external hard drives, memory cards (microSD, CompactFlash), tablets, smartphones, laptops, desktop computers, etc. you may need an import permit from the Optical Media Board, especially if your package will be shipped directly to you in the Philippines (either via DHL/FedEx/UPS, USPS, EMS or other similar postal service).  Customs will not release your package until you submit the document.

Note:  My last experience getting the permit was in 2019 but I try to update this blogpost as often as I can when there are significant changes/updates to the process.  The most current information will always be the Optical Media Board website and/or Facebook page.


I purchased a hard drive during Amazon's Prime Day last July 15-16, 2019 and had it shipped to the Philippines via Amazon's Global Priority program.  It was shipped via UPS and arrived in Clark, Pampanga a few days later but was held by Customs because it was missing an import permit.

A broker from UPS sent me an email that I needed to secure an import permit from the Optical Media Board before Customs releases my package.  This import permit is required by the Optical Media Board (OMB)  and covers any CD/DVD/SSD/hard drive/flash drive/flash memory cards, Blu-ray or any magnetic media and its parts/accessories that are brought into the country from overseas.

This is based on my personal experience applying for the OMB import permit. [2019]

For reference, please see Memorandum Circular 2018-002  (source) to know their definition of "storage devices" and "magnetic media." Their mandate has extended from optical media (when CDs, VCDs, DVDs, laser discs were all the rage decades ago) and now covers all forms of storage media like usb flash drives, memory cards, solid state drives (SSD), Blu ray discs, hard drives, including future devices that will use a similar technology (they're calling it technical variations!)

A recent update from their website now explicitly states that importation of SSD, hard drives, flash/thumb drives will require an import permit regardless of quantity (source).

Vinyl records are exempted from the OMB import permit according to Memorandum Circular 2018-001 (source).


The following information only applies to individual/one time/consumer transactions.
If you plan to be in business as an importer/exporter, you will need to register for an import/export license (which needs a business permit). Please contact the OMB directly and apply through the National Single Window.

What You Will Need:

  • letter of intent (pls click here for a downloadable template)
  • affidavit of undertaking (notarized) stating the description of your item/s and that they are for your personal use only  [click here for a downloadable template]
  • your order invoice (screenshot or PDF copy; details showing name, price, description of item/package and seller's name)
  • copy of a valid government-issued ID (scanned or photo taken by cellphone. Remember to blur out any signatures and a few digits of any identifying ID number for your safety)
  • scanned copy of the courier waybill (Your courier's broker will send this to you together with the notice or ask your seller/shipper to send you a copy before shipping the package)

1.  Sign up for an account at the OMB website at online.omb.gov.ph/omb/signup. Make sure your personal details match with the description of your package and documents. If for personal use, select "Applicant Name."

2.  Send an email to omb.centralized@yahoo.com
The letter of intent can be sent via email and attach the copies of your ID, order invoice, letter of intent, notarized affidavit of undertaking and courier waybill.  They will acknowledge receipt of your email and wait 1-3 business days (Monday to Friday) for another email notifying you that the permit is ready for pickup.

It should include your full name, the item/s description of your package, its content description, country of origin, number of pieces, type of media (eg. CD, DVD, Bluray, hard drive, memory card, SSD, etc), and what you will use it for.  Hint: Check out the downloadable letter template above.

In my case, I sent them the email on a Monday morning and they acknowledged it the same day and asked for the copy of the order invoice, courier waybill, and my ID. I was only able to send the courier waybill the following day (Tuesday).  I received the email notifying me that the permit is available for pickup on Wednesday morning and I was able to claim it that afternoon.
Total time: 1-2 business days

2.  Proceed to the Optical Media Board office near you (when they allow walk-ins again) or do it via email.
In my case, I had no choice but to go to their office in QC.

You need to present an ID and register at the logbook at the entrance.
Get a number queue at the Permit counter and wait to be called.
Pay Php 150 at the Cashier.  [150 per permit ; 1 permit = 1 package/item]
Get your permit.

3. Send a scanned copy (PDF only) of the import permit to your broker to facilitate release of your package or bring the printout to the post office (with your valid ID, order invoice or receipt).

You can use a free Android  app (or iOS app equivalent or similar) like Microsoft's Office Lens (which takes clearer photos) or TinyScanner to automatically convert the photo into a PDF file.

I emailed the broker right after I got the permit and she was able to facilitate its release from Customs at around midnight the following day.  It was delivered on the 25th.

I hope they make this a more seamless process and wish all couriers offer pickup service (not just DHL). I don't mind paying for a permit since it's the law but it takes time to go to their office which has very few branches.  I'll be sticking to a forwarder for the meantime until they can make the process simpler for us consumers.

If your shipment is via UPS you can contact their toll-free number at 1800-10-7425-877 between 8am to 7pm Mondays to Saturdays (5pm) to get faster updates.  Their email response usually takes the next business day.



✍Tips:


a) If you are commuting, the nearest MRT station is GMA-Kamuning. 
I'm not sure which jeep lines are plying the route. I took a brisk walk for 30 minutes or so from Kamuning MRT to OMB hehe. If you're heading back to Edsa, take the jeep with Project 2-3/Kamuning Highway signage. It will drop you off at Kamuning Road (perpendicular to Edsa).

b) If you are bringing a vehicle, there is limited parking along Scout Limbaga Street. Most houses/buildings there don't allow parking in front.  You can park at McDonald's (with parking at the back lot) or any of the nearby streets.  It's less than 5 minutes walking distance.

c) Approximate stay at OMB for the whole process is 30 minutes or less (depending on the queue).

d) If you're planning to buy multiple items, you can either keep it below the minimum stated in the memorandum, split the shipments, or better yet use a forwarder.  That 150 fee per permit can add up very quickly especially if you buy multiple items from different sellers.




e) If you're buying from the US, Japan, South Korea, Hong Kong, China, Taiwan, Thailand, Indonesia, Italy etc.
, you might want to look into using a forwarder like Buyandship that have warehouses in these countries and can consolidate your purchases before shipping them directly to you. Frequently Asked Questions:

1.  Where do I get a copy of the waybill?

Ask the store /seller / sender/courier if they have a copy of the waybill for your package then ask them to take a decent photo using a document scanning app like Microsoft's Office Lens app or TinyScanner or other similar app on Android/iOS/Huawei app store. File should be in PDF or Word doc format. If your shipments are handled by a courier like UPS, DHL, FedEx, etc., the agent assigned will email you the copy.

If they can't send you a copy, ask your local EMS/post office if you can see your package so you can get the waybill attached to the package. Take a photo using any of the apps I mentioned above. It converts the photo into a PDF file.

2. Do I really need an import/export permit? What if I don't provide one?

Yes, you need one if you want to get your package or send your package. It's a requirement before Customs will release your package.
If you are importing (bringing in an item to the country) or exporting (sending an item out of the country), the courier will usually ask for this before they can proceed with your transaction.

If you don't claim your package, there is an allotted time after which the courier / post office / Customs will consider your package abandoned and will dispose of it accordingly.

3.  I have received/sent items before and wasn't asked for an import/export permit.  Is this legal?

Yes, it is legal.  They have been strictly enforcing these lately.  If you have sent or received items recently and was not required an OMB permit, it doesn't mean you won't be required the next time. BOC probably does random checking of packages.

4.  Does this apply to all items purchased/brought in or being sent out abroad?

If you are using a forwarder (eg. Johnny Air, LBC Shipping Cart, etc), they can handle this for you.

Yes, if you are receiving packages addressed directly to you via the Philippine post office/EMS or any courier (eg. DHL, FedEx, UPS, etc), then you need to submit the OMB import permit.

Yes, if you are sending out items covered by the OMB. You will need to submit the OMB export permit.

Oddly enough, I ordered a portable hard drive from Amazon a few months back and shipped via Expedited and delivered straight to my door without needing to submit an import permit.  I'm guessing it depends which batch of shipments are inspected and how strict the Customs officer is assigned on a particular day.

Comments from members in some forums like TipidPC, Reddit, PinoyDVD may vary with some being required the permit while others didn't need one.  With the volume of packages arriving and going out, I assume Customs agents just do random checking of packages, so some may be flagged and required the OMB permits while others do not.

5.  Can you apply for the import permit before your item arrives?

It depends.  You can prepare the things needed beforehand but you have to wait for the notice from your courier because you need the copy of the air waybill (unless you can get one from the seller/shipper directly).

In my case, the CS rep from UPS told me to ask for the copy of the waybill from Amazon while the Amazon CS rep told me they cannot release it directly and to ask UPS.  Good thing I clarified with the UPS broker who emailed me about the requirement and she said the waybill was attached to the document included in her email.

If you are buying an item from a store/seller/individual abroad, ask them to send you a clear copy of the courier waybill before they ship your package (the waybill is attached to the package).

6.  Can I ask the courier (UPS, DHL, FedEx, etc) to process this on my behalf?  Can they pick it up from OMB office and I'll pay for the service instead?

It depends. UPS doesn't offer this service.  I'm not sure if the others offer it.

Another blog mentioned that DHL offers it for a fee of Php 100.  You just need to include an authorization letter for the DHL broker to transact on your behalf.

Ask the customs broker of your courier (the one who emailed you) if they offer a service where they can process this for you.

7.  Can I send someone else to get the permit from OMB?

Yes, you can send an authorized representative to get the permit on your behalf.  Just give them a signed authorization letter from you, a copy of your valid ID, and the payment fee/s.  They also need to show a valid ID upon claiming.

8.  Updates during Enhanced Community Quarantine (ECQ) 2020?

Please refer to this document released by the Optical Media Board (OMB) regarding guidelines during the ECQ period.  [OMB ECQ guidelines]

Attach the completed form together with a letter of request for release and airway bill of shipment and send to omb.centralized@gmail.com

Wait for a reply from OMB where they will issue you an assessment slip with an ECQ No. or Reference No. you need to use for payment. Do not pay without the reference number.

After receiving the assessment slip, you can pay at the LandBank Biz Portal  [link here].
Direct bank transfers are NOT ACCEPTED!  You can only pay for the fees using the LandBank Biz Portal above. 

Wait for their succeeding email regarding your permit. It might take longer than usual.

9. What is a packing list?

It is a list of the items inside your package/shipment and must include item name, item type or description, and number of pieces.

    1. Have you read the blog post?

      If you're receiving a package, you need to an import permit. If you're sending a package, you need an export permit. You can also ask the FedEx agent/customs broker who sent you the email for help with the documents.

    2. In the import permit, what are the required fields? Also the optical media information is only for 1 CD description. What if I have 7 incoming DVDs to name?

    3. If the 7 incoming DVDs come as 1 shipment/package or if it's part of a multi-volume set, you only need to input 1 then put in the names of the artists/titles or put all the titles/artist names on a separate sheet of paper/pdf doc attached to the original document.

      If they come from different sellers/stores, meaning 7 different shipments/packages then you need to fill out a permit for each one.

    1. If the store or seller (if individual) or courier has a copy of the waybill, you can ask them to send you a scanned or PDF copy. They can take a photo of the waybill using Office Lens or TinyScanner app then send it to you.

      If they don't have one, you need to go to EMS, ask for your package and take a photo of the waybill included using the apps I mentioned. EMS office likely won't release your package to you yet if they require the OMB permit.

    1. If the UPS tracking shows an import license is required, then the answer is Yes (see my screenshot above). Ask the UPS agent/broker who emailed you to be sure. They usually reply within the day (or next day). Also ask the agent if they can process it for you for a minimal fee (some couriers offer this service). You can check the OMB Facebook page for the latest updates/procedures. Hope this helps.

    1. Most likely. I haven't tried BuyandShip for storage devices yet though but it works for the rest of the forwarders (LBC SC, MSB, Easybox, Jinio, etc).

      If it's with the courier, contact your agent (the one who emailed you about the omb permit) to followup. Did you already submit the omb permit? Who didn't reply? was it OMB or Customs?

  15. Hello! A friend of mine ordered USBs from China. The courier is UPS. She sent the letter of intent, together with the other attachments, to OMB's email. They have acknowledged her email but until now, she was not given an assessment by the OMB. Now, the UPS is telling her that her package might be declared abandoned in favor of the government if payment of taxes has not been made within a specified time. She has been emailing the OMB to follow-up her concern but until now, wala pa rin. Will the package be deemed abandoned even if she had diligently followed the procedure laid out in the guidelines? Who can she contact about this? OMB's hotline is not responding daw po. Hope someone could help. Thank you!

    1. Did your friend check their email spam folder? baka dun napunta yung email ng OMB? Has she paid for the permit (may assesment number ba sa email?) Try asking rin sa official FB page nila.
      Have you tried calling their QC office or kung saang satellite office siya malapit? Try looking for the contact numbers in their website. Your last resort would probably be to go to their office mismo.

      If lampas na ng allowed days, yes, it's possible they would dispose of it and consider it abandoned.

  18. Hi. I have no idea pano fill up-an itong application for import clereance esp the optical media info my box contain diff type of second hand cds and artist and sa letter I do have trading cards also pano kaya yon ilalagay sa letter of intent?

    1. Hi. The import permit is only for your second hand cds. No need to include the other items in your package if not covered by OMB. Just put in second hand CDs by various artists (or you can specify the artists names in the description). If it's a multi-disc box set, indicate it as multi disc set (and how many cds per set).     1. Just follow the instructions in the blogpost. You'll need to apply for the import permit yourself. Proof of payment to OMB -- screenshot of your payment confirmation from either the LandBank mobile app or LandBank LinkBiz Portal (after you applied for the permit).

      OMB will send you an email with your application number and assessment number before you can pay for your permit at the LandBank LinkBiz Portal.

      Ask your UPS broker na lang to clarify. I'm not sure why they offered to be the one to forward the documents to OMB when the process is almost done if you had completed the steps until payment of the permit. The process might be faster(?! I don't know) (probably they do batch processing for customs brokers/courier brokers).

    1. Are these shipped directly to you?
      1 permit = 1 shipment/package. May exemption naman if less than 6 pieces of optical media/storage for personal use only.

      Wait mo na lang muna if hihingan ka ng omb permit. If you're going to be doing this regularly, might as well apply for an import license or use a forwarder na lang para less hassle.

    1. That's what you need to clarify with OMB. It used to be 1 multi-volume set = 1 piece but others have been saying this has changed to 1 disc = 1 piece.   23. Sir I just want to ask.. 2 weeks ago meron akong package na nirequire ng OMB permit.. naaccomplished ko naman sya and got my package just the other day. What I want to know is, may mga parating uli kasi akong CDs.. if ever irequire uli ako na magpasa ng OMB permit, may issue ba yun kung I'll be asked for the second time around for a permit? Still considered pa rin ba ako na just a buyer lang for personal use lang yung mga items ko? Or maflagged na ako as a seller kung madalas akong may package na required ng OMB permit? Thanks in advance sa sagot po

    1. Possible na ma-flag if madalas ka mag-ship even if you declare na for personal use. Kung gaano kadalas para ma-flag(?), nobody knows. Makiusap ka na lang muna irequire uli for the 2nd time.


      Kasi pag na-flag ka nila and ask you to apply for a license instead (for commercial purpose na), you'll need to go through registering as a business and get a business permit, etc.

      For future shipments, either space them out or use a forwarder.

  25. Hello, I placed an order for 15 CDs via WeVerse from South Korea, for personal use only- I did not know about the OMB Permits and restrictions before placing the order. DHL is asking for OMB Permit to release my package. I wanted to get a One Time Permit for Import, but the online portal is requiring a License. Is i t possible to get a Permit without License especially since it's my first time importing and the items are meant for personal use only.

    1. Sorry for the super late reply. Make sure to sign up as "Applicant" instead of Business. The license is for businesses or if you plan to import multiple items several times a year. Some people ask for a one-time exemption especially if it's your first time (you can search other blogs about it.)

  26. Hello, do you have any recent experience regarding getting an OMB permit to return a Seagate hard drive? I signed up as an applicant and got denied certification since apparently they don't issue the one-time certification anymore. I keep getting told to apply for a license in order to get a permit, but the license application is clearly only directed towards businesses.

    1. Sorry I haven't had any recent experience with RMA for Seagate and for this very late reply.

      If you were planning to send out the drive for RMA, pls try visiting Primasiana's address instead (use their office address found when creating the RMA order on Seagate's website. I think it's in Gilmore QC on weekdays). You don't need to send it out of the country anymore.

I already recevied an email from my courier, DHL, based on their instructions, they are only requiring a letter of intent for the personal use.
