Applying for NBI Clearance 2014

It seems to me that the NBI changes its system every few years, yet it remains to be as inefficient and incompetent  as the last one because they lose their databases and our data to the IT company in charge of their system.   It's such a waste of time to have to come back every time your name had a "hit" and they don't do anything to update their records.  If you had a "hit" when you applied before, it will come up again.
